Por tratarse de la prestación de un servicio público las almacenadoras no podrán suspender el servicio a las empresas distribuidoras sino por causa plenamente justificada ante el Ministerio de Minas y Energía. Así mismo, deberán prestar el servicio de almacenamiento y entrega a terceros siempre que dispongan de capacidad suficiente y sean autorizados por el Ministerio de Minas y Energía.
