El pago de los auxilios que se reconozcan se hará personalmente a los damnificados, y la Gobernación del Departamento no podrá efectuar ni autorizar gastos, con cargo a fondos provenientes del Tesoro Nacional, para fines distintos de los de pagar los auxilios asignados y reconocidos, en cumplimiento de los objetivos del artículo 30 de la Ley 34 de 1917.
