El Consejo Superior de Política Fiscal, Confis, y la Dirección General del Presupuesto Público Nacional en desarrollo de los artículos 23 y 24 del Estatuto Orgánico del Presupuesto, autorizará en la actual vigencia la asunción de obligaciones que afecten la vigencia futura del año 2003, hasta por el saldo del monto de los recursos provenientes del impuesto para preservar la seguridad democrática.
