ARTICULO 19. De la distribución de los empleos. El Jefe del Departamento por resolución distribuirá la planta global, en atención a la naturaleza y responsabilidad de los empleos y a las necesidades del servicio. También será el responsable de asignar o de reasignar funciones en los actos de nombramiento de funcionarios o de reubicación de los mismos.
