Artículo tercero. Cuando el Administrador de la Aduana estimare que la mercancía importada por aeroexpreso y declarada por un valor hasta de $ 50 moneda corriente, tuviere un valor superior a esta suma en el lugar de adquisición, dictará Resolución motivada para fijar el precio de dicha mercancía y ordenar su retención.
