El Congreso pleno, las Cámaras y las Comisiones de éstas podrán abrir sus sesiones y deliberar con la tercera parte de sus miembros. Pero las decisiones sólo podrán tomarse con la asistencia de la mitad más uno de los integrantes de la respectiva corporación, salvo que la Constitución determine un quórum diferente. (Artículo 82 de la Constitución Política).
