CONDICIONES DE LA DELEGACION. Para que el Ministerio delegue funciones en forma regular y permanente, será menester que la entidad delegataria cuente con la capacidad operativa del personal idóneo para ejecutar con prontitud y eficacia las funciones delegadas. Podrá darse la delegación sin los requisitos del inciso anterior, en forma ocasional o temporal cuando la naturaleza de determinados negocios o la facilidad de actuar sobre ellos por medio de una entidad o funcionario delegatario así lo indiquen.
