PREFERENCIA AL TRABAJO NACIONAL. En todas las fases y niveles ocupacionales, que demanden los estudios, obras y trabajos mineros, el titular de licencias y contratos de concesión, deberá preferir a las personas naturales nacionales. Esta obligación comprende tanto al personal vínculo por relación de carácter laboral o civil, como al que preste servicios materiales o inmateriales como contratista independiente.
