Se garantizarán las obligaciones contraídas por el contratista, con un fiador que sea persona de reconocida honorabilidad; que tenga las condiciones legales para obligarse como tál, y que renuncie expresamente al beneficio de excusión. La fianza se prestará por una suma que el Ministerio fije en cada caso, proporcionándola a la cuantía del avalúo dado por el denunciante, de acuerdo con el artículo 7°
