El pago de los auxilios que se reconozcan se hará personalmente a los damnificados, y la Junta no podrá efectuar ni autorizar gastos con cargo a fondos provenientes del Tesoro Nacional, con fines distintos de los de pagar los auxilios asignados y reconocidos, para el cumplimiento de los objetivos de las Leyes 15 y 109 de 1946 y de los determinados en este Decreto.
