Decreto 1191 de 1978 · por el cual se reglamenta la realización de Festivales Escolares y Campeonatos Intercolegiados en el país.

Los Festivales Escolares tendrán un carácter municipal, mientras que los Campeonatos Intercolegiados se realizarán a través de competencias, intramunicipales, municipales, zonales departamentales, intendenciales, comisariales y en el Distrito Especial de Bogotá.

Los Festivales Escolares podrán realizarse a nivel departamental, intendencial, comisarial, distrital, regional y nacional con carácter de encuentro cuando el Instituto lo considere conveniente.

Cuando el Instituto Colombiano de la Juventud y el Deporte así lo establezca y existan los recursos disponibles, podrá determinar la realización de Campeonatos Intercolegiados entre los Departamentos, Intendencias, Comisarías y Distrito Especial de Bogotá a nivel regional o nacional.
