Para los efectos de lo dispuesto en la presente ley, cuando se haga referencia a los municipios, se entenderá incluido el Distrito Especial de Bogotá. Así mismo, cuando se refiera a concejos, se entiende incluido el Concejo del Distrito Especial de Bogotá.
