La ley penal se aplicará a las personas sin tener en cuenta consideraciones diferentes a las establecidas en ella. El funcionario judicial tendrá especial consideración cuando se trate de valorar el injusto, la culpabilidad y las consecuencias jurídicas del delito, en relación con las personas que se encuentren en las situaciones descritas en el inciso final del artículo 13 de la Constitución Política.
