ARTICULO 8º. Créase el Consejo Superior Militar, como Organismo Técnico de consulta del Ministerio de Guerra, compuesto por el Comandante General de las Fuerzas Militares, el Jefe del Estado Mayor General de las mismas, los Generales en servicio activo, residentes en la Guarnición de Bogotá, los Comandantes del Ejército, de la Armada y de la Fuerza Aérea y del Secretario General de Guerra quien actuará como Secretario de este Organismo.
