Artículo octavo. Las inversiones que realice el Instituto para la construcción y financiación de sistemas regionales o locales de acueductos y alcantarillados se harán de conformidad con las normas que establezcan los reglamentos de la Junta Directiva, debidamente aprobados por el Gobierno, y con las disposiciones legales, ya en forma de aportes no reembolsables cuando circunstancias especiales lo justifiquen, ya en forma de préstamos reembolsables, dentro de los plazos y con los intereses que señale la misma Junta. Los reglamentos de ésta fijarán igualmente el monto de los aportes que deben cubrir las entidades regionales o locales para tener derecho a la colaboración financiera del Instituto.
