Cuyo objeto principal será realizar investigaciones y actividades de formación, asesoría, capacitación y divulgación en asuntos propios de las actividades de la Rama Legislativa. El Centro tendrá sede en las instalaciones del edificio Nuevo del Congreso. El Centro tendrá el apoyo institucional de la Escuela Superior de Administración Pública y la participación del proyecto ARCA /Articulación Congreso Academia).
