Atribución constituyente. Las Cámaras egislativas tienen, como órgano constituyente, las atribuciones de enmendar las disposiciones e instituciones políticas consagradas en el cuerpo normativo constitucional, mediante el procedimiento dispuesto expresamente en la misma Ley Fundamental y reglamentado con la máxima autoridad en la presente ley.
