El sujeto disciplinable se presume inocente y debe ser tratado como tal mientras no se declare su responsabilidad en fallo ejecutoriado. Durante la actuación disciplinaria toda duda razonable se resolverá a favor del sujeto disciplinable cuando no haya modo de eliminar la responsabilidad.
