Art. 12. El producto total del derecho de tonelada que se recaude en los puertos francos de Colón y Panamá, se distribuirá de la siguiente manera: el cuarenta por ciento (40 por 100), ingresará al Tesoro nacional; el veinte por ciento (20 por 100) al del Departamento, y el cuarenta por ciento (40 por 100) restante, por partes iguales, á los fondos municipales de dichas ciudades.
