Desde la fecha del presente Decreto en adelante el pago del servicio de teléfonos de la capital á cargo del Gobierno Nacional, se reconocerá únicamente por medio de cuentas de cobro visadas por la Dirección General de Correos y Telégrafos, sin que ninguna otra Oficina nacional pueda viajar ni cubrir cuentas por este servicio. De la misma manera el Gobierno no reconocerá gasto alguno por Instalación ó servicio de teléfono que no haya sido ordenado por conducto de la Dirección General de Correos y Telégrafos.
