º. Con el fin de garantizar la continua prestación del servicio público de transporte, las empresas, sociedades o cooperativas que presten el servicio de transporte terrestre de pasajeros siempre y cuando tengan su sede principal en los departamentos afectados por problemas de orden público, podrán ser autorizadas para prestar sus servicios en nuevas rutas y horarios y extender su radio de acción a otros departamentos.
