El contrato de concesión comprenderá como mínimo el área de un Municipio o Distrito Especial, pudiendo abarcar uno o varios de los Municipios vecinos que formen parte de áreas metropolitanas legalmente establecidas. Sin embargo, el Ministerio de Minas y Energía podrá hacer excepción al cumplimiento de este artículo en circunstancias que considere plenamente justificadas, teniendo en cuenta la configuración geográfica, área de la zona, fuentes de suministro y desarrollo urbano.
