Los empleados del congreso distintos de aquellos que desempeñen los cargos a los que se refieren los literales a, b, c, d, del articulo primero de la ley 25 de 1973 cuando presente sus servicios en horas de la jornada diaria de trabajo siempre que los trabajos que excedan la jornada ordinaria hayan sido autorizadas previamente, bien por las comisiones de la mesa de las cámaras, o bien por las comisiones constitucionales o legales
