El Departamento de Nariño podrá explotar directamente las concesiones que obtenga según el artículo 1° de esta Ley, o celebrar negociaciones con terceros para realizar tal explotación; pero en este último caso, el Departamento conservara por lo menos el cincuenta y uno por ciento (51%) de las acciones de las empresas o sociedades que al efecto se organicen o establezcan.
