º . Cuando en una Zona de Rehabilitación y Consolidación concurran dos o más municipios ubicados en diferentes departamentos, la adopción de las medidas adoptadas en este decreto y en el Decreto 2002 de 2002, será de competencia de los Gobernadores de estas Entidades territoriales de consuno.
