Articulo 2º El Fondo de Inversiones para la Educación Superior sera dirigido y administrado por el ICFES. Estara orientado primordialmente a fomentar la investigación, a impulsar programas o proyectos de construcción, dotación de equipos cientificos y recursos bibliograficos en las institucines de educación superior, otorgando prioridad a las de carácter oficial.
