Queda autorizado el Gobierno para modificar las disposiciones vigentes sobre formación de los Catastros, a fin de asegurar que la propiedad raíz sea avaluada técnicamente, o impedir la evasión del impuesto predial. En el ejercicio de esta autorización no podrá el Gobierno variar las tarifas del impuesto sin previa y especial aprobación del Congreso.
