Las Direcciones Seccionales de Salud, Secretarías Distritales de Salud o las entidades que hagan sus veces, de acuerdo con el presente Decreto y cuando se quiera que se cumplan los requisitos allí exigidos, podrán expedir mediante resolución motivada las licencias de funcionamiento para laboratorios clínicos de baja, mediana y alta complejidad.
