Las disposiciones generales sobre franquicia consignadas en el presente Decreto, serán aplicables a los telegramas de servicio oficial que- hayan de incluirse en las cuentas mensuales a que se refiere el artículo anterior. Cada Ministerio y Departamento Administrativo liquidará y hará efectivos a los empleados incluidos en la respectiva cuenta mensual que les pasará el Ministerio de Correos y Telégrafos; los despachos - que no se ajusten estrictamente a tales disposiciones. Para este efecto, todos los telegramas que hayan de ser objeto de las cuentas se presentarán a las Oficinas Telegráficas por duplicado. El original se destinará al archivo telegráfico y el duplicado se agregará a las cuentas mensuales que el Ministerio de Correos y Telégrafos pasará a los demás Ministerios y a los Departamentos Administrativos.
