Las autoridades del Órgano Ejecutivo pueden suspender, por razones de orden público o tranquilidad social, dentro del territorio de su jurisdicción, los permisos de expendio y los salvoconductos de armas, municiones y explosivos, durante el tiempo que subsistan los motivos de tal medida. De ella deben dar inmediato aviso, los Alcaldes a los Gobernadores, y los Gobernadores a los Ministerios de Gobierno y de Guerra.
