El Gobierno, teniendo en cuenta las necesidades de cada región, inclusive el mantenimiento o estabilidad de la topografía del terreno, señalará zonas de reserva forestal y fijará el régimen a que deban someterse tales zonas. Asímismo, y previos los estudios que sean necesarios, el Gobierno reglamentará el aprovechamiento industrial de los productos forestales que estime conveniente, ya sea que tales productos se hallen en terrenos baldíos o en propiedades particulares, y con el fin de evitar la destrucción de los bosques en donde predominen maderas aprovechables comercial o industrialmente, el Gobierno señalará las extensiones de bosques de dominio privado que deben reservarse y fijará las normas a que deba sujetarse su explotación.
