Esta Ley, que es de emergencia, no será óbice para la realización de todas las obras definitivas que conforme a planos científicos y a disposiciones legales anteriores, hayan de realizarse en el puerto de Buenaventura y en el ferrocarril del Pacifico. En consecuencia, quedan en pleno vigor la Ley 69 de 1924 , y la 52 de 1925, y las demás sobre la materia, en todo lo que no sean contrarias a la presente.
