Las autoridades Metropolitanas, Municipales o del Distrito Especial de Bogotá efectuarán la adjudicación de los cupos de Incremento para los vehículos tipo taxi, mediante la expedición de un certificado de cupo. En el evento que el número de solicitudes sea superior al número de cupos, la adjudicación se efectuara por sorteo de conformidad con los procedimientos que para tal efecto fije el Instituto Nacional del Transporte.
