Art. 19. Igual entrega se hará por los respectivos Juzgados a las Comisarías Especiales, de las causas por falsificación ya fenecidas, siempre que la relación que tengan éstas con las nuevas causas ó sumarios sirvan, á juicio del Comisario, para averiguar estos últimos delitos y descubrir a sus responsables ó responsables.
