El Poder Ejecutivo queda facultado para contratar, en desarrollo de esta Ley, los Ingenieros encargados de los trabajos a que ella se refiere; para nombrar y organizar convenientemente las Juntas, que tendrán la denominación de Junta Directiva de la Canalización del río Cauca, y de las cuales harán parte los Gerentes de las Compañías de Navegación ya establecidas o que posteriormente se establezcan, y para dictar todas aquellas medidas encaminadas al fin que se persigue y al estímulo y fomento de la navegación en referencia.
