Artículo único. Desde el día 1.° de Enero de 1890 en adelante, se dividirá en veintiuna unidades ó partes iguales el recargo de 25 % de los derechos de importación, para distribuirlo entre los Departamentos, en la siguientes proporción: 3 para cada uno de los Departamentos de Antioquia, Cauca, Cundinamarca y Santander: 2½ para cada uno de los Departamentos de Bolívar y Boyacá y 2 para cada uno de los Departamentos del Magdalena y Tolima.
