El objeto de la presente ley es utilizar los saldos de cuentas abandonadas que se encuentran en los establecimientos financieros, para ser invertidos en la creación y administración de un fondo en el Icetex que permita el otorgamiento de créditos de estudio y créditos de fomento a la calidad de las Instituciones de Educación Superior.
