La documentación a que se refiere el artículo anterior, deberá ser presentada por lo menos con veinte (20) días de anticipación a la Consejería Presidencial para las Comunicaciones la cual la evaluará teniendo en cuenta la necesidad de celebración del contrato y emitirá el concepto, favorable o desfavorable según el caso.
