Es absolutamente prohibido en los ferrocarriles nacionales vender o comerciar, regalar o distribuir libros, folletos o cualquiera otra clase de escritos que contengan obscenidades o sean contrarios a la moral; pinturas, estampas, figuras o manufacturas de cualquiera clase y naturaleza, que ofendan al pudor y a las buenas costumbres (artículos 420 y 421 del Código Penal). Los Gerentes y Administradores de las empresas férreas nacionales velarán especialmente por el estricto cumplimiento de estos preceptos, y de su infracción darán cuenta inmediatamente al respectivo funcionario de instrucción o al Juez de Prensa y Orden Público correspondiente, para la investigación y castigo, del responsable o responsables.
