El Comisario tiene el deber de practicar cada tres meses, por lo menos, una vista a los Municipios y Corregimientos del territorio, para cerciorarse del estado y desarrollo de la administración en cada una de esas secciones, y deberá rendir, cada seis meses, un informe detallado al Gobierno sobre las medidas que estime conveniente dictar para el impulso y mejoramiento de toda la región.
