El artículo 128 de la Constitución quedará así:
ARTÍCULO 128.
El número, nomenclatura y precedencia de los distintos Ministerios serán determinados por la ley.
La distribución de los negocios, según sus afinidades, dentro de los Ministerios y los Departamentos Administrativos, corresponde al Presidente de la República. La ley creará y organizará los Departamentos Administrativos que requiera el servicio público, con un Jefe responsable, y señalará sus funciones.
