Artículo séptimo. Los productos y elementos enumerados en el artículo 2° de este Decreto que adquiera el Fondo Rotatorio Agropecuario podrán ser destinados parcial o totalmente a cubrir las necesidades inherentes al desarrollo de las distintas campañas que adelante o proyecte el Ministerio de Agricultura, mediante el procedimiento general vigente, en especial los requisitos de que trata el artículo 43 de la Resolución número 642 de 1954, dictada por la Contraloría General de la República.
