Artículo segundo. Las sumas a que se refiere el artículo anterior, que deban pagarse fuera de Bogotá, D. E., serán giradas por conducto de las Direcciones Departamentales de Salud Pública, donde harán la transferencia a los interesados, previa celebración de un contrato, de conformidad con lo dispuesto por el Decreto número 3224 de 1963 (artículos 3°, 8°, 9° y 10), en el cual se determinan objetivos y forma de inversión.
