Del Rector o Director General. El rector es agente del Presidente de la República, por lo tanto de su libre nombramiento y remoción.

Parágrafo

Para ser designado Rector, se requiere poseer título universitario y haber sido rector, decano o profesor universitario por un periodo no menor de cinco (5) años El cargo de Rector es incompatible con el desempeño de cualquier otro cargo público, salvo las excepciones legales, y toda actividad política distinta de la del sufragio y su designación se hará con sujeción a las normas legales y constitucionales vigentes.
