Cuando sea procedente, la Fiscalía General de la Nación y los jueces deberán adoptar las medidas necesarias para hacer cesar los efectos producidos por el delito y las cosas vuelvan al estado anterior, si ello fuere posible, de modo que se restablezcan los derechos quebrantados, independientemente de la responsabilidad penal.
