Los particulares que no cumplan las exigencias del artículo 60, sufrirán por cada omisión una multa de cinco a quinientos pesos, si no son comerciantes; si son comerciantes se les hará efectiva la fianza que ampara su comercio, y se les suspenderá la licencia de comerciar.
