Presidente y Vicepresidentes del Consejo
El Consejo elegirá entre sus miembros un Presidente y un Vicepresidente primero. Podrá elegir otros Vicepresidentes. El Vicepresidente primero sustituirá de derecho al Presidente en caso de ausencia.
El mandato del Presidente será de tres años.
