Los establecimientos públicos nacionales no podrán contratar la adquisición de maquinaria o la realización de obras cuya ejecución abarque más de una vigencia fiscal, sin la aprobación previa del Departamento Nacional de Planeación y de la Dirección General del Presupuesto. Además, se ceñirán estrictamente a lo contemplado en el artículo 161 del Decreto-ley 294 de 1973 y artículos 34 y 54 del Decreto-ley 150 de 1976.
