Para los efectos del artículo precedente el Gobierno constituirá y proveerá de fondos suficientes con la debida oportunidad, una Junta Organizadora del programa conmemorativo, en la cual tendrán representación la Municipalidad de Buenaventura, el Gobierno Departamental del Valle y las Juntas Departamentales de Deportes y de Turismo de ese Departamento.
