El Gran Consejo Electoral se instalará en la capital de la República el día 1 de Diciembre del corriente año, á las dos de la tarde, para cumplir las atribuciones que le confieren la Constitución y las leyes, y al efecto hará los nombramientos de Consejeros Electorales de los Departamentos y los comunicará a los favorecidos.
